UK Autumn Budget 2024 – Prosper Submission
Ahead of the UK Autumn Budget, we have submitted our recommendations to the Chancellor which focuses on actions that will grow the Scottish and UK economy and increase prosperity. This includes:
- Commit to a long-term Tax Roadmap aligned with the new Industrial Strategy
- Freeze excise duty on Scotch whisky
- Full expensing for oil and gas producers at the headline tax rate of 78%
- Approval for the Inverness and Cromarty Firth and Forth Green Freeport Final Business Cases;
- Support for the post-school education and research systems
- Reform of the Apprenticeship Levy
- Incentives for employers to invest in occupational health
- Approval for the Glasgow City Region Investment Zone and North East Scotland Investment Zone;
- Investment in a national Exascale Supercomputer at the University of Edinburgh;
- Introduction of Department of Business and Trade International Trade Advisors to Scotland
- Stabilise net public investment as a share of national income
- Provide funding certainty for projects approved under the UK Shared Prosperity Fund
- Prepare the ground for next year’s Spending Review through actions to increase multi-year budgets, public sector productivity, and funding for a preventative approach
