Programme for Government 2026-27
Prosper’s submission to John Swinney, Scotland’s First Minister, argues that the country’s main challenge is a delivery gap rather than a lack of ambition. It calls on the Programme for Government to focus on six priorities: embedding growth and productivity across government; reforming public services; accelerating housing and infrastructure delivery; empowering regions; delivering a pragmatic energy transition; and creating a national skills, innovation and technology mission. Together, these actions would boost productivity, investment, competitiveness and long-term prosperity.
